WHMCS is very advanced and you can use it for shared, reseller, shoutcast hosting plus dedicated / vds and domain.
Clientexec is little simple then WHMCS, it is very good for shared, reseller hosting and domain.
I don't have any idea for Modernbill and Lpanel

All the products you mentioned are very good hosting and domain registrar products.
I would recommend WHMCS, i currently use this product, its very nice, easy to maintain customers, vendors, hosting accounts, domain registrars, payment gateways, discounts, etc.
The product is stable, reasonably priced, and Free Ttrials are available by WHMCS
Hope this helped..

Just an FYI, WHMCS has a habit of deleting post on there forums (form personal experience and a nice post on another hosting related forum regarding this transpiring).
Along with this they require "register_globals" on which is considered by many to be a potential security flaw.
There have also been some other issues.
I would recommend doing full research before choosing them.
We consider them until I made a post stating that an import of customers could be done via the Plesk API and it was deleted because they seemed to not want to admit it since they had already denied it's possible.

It's not without it's quirks, but it is MUCH better than it was a year ago.

Currently we're still using WHM Autopilot and it seems to be pretty stable but I am also in the process of reviewing information on ModernBill.
I've already taken a look at all of the others mentioned here and unless I find something I really don't like I would say we will be converted to ModernBill by the end of the month.
Good luck on your choice.

WHMCS. Definitely.
They have a lot of payment gateways, integrate with all major control panels easily, and support is excellent and they really listen to Feature Requests being posted in the forums.
I bought their script in March and have not regretted it since.

Having used all of the softwares you listed, I would personally recommend WHMCS (if you're bothered about automation) or ClientExec.
WHMCS has been a big turnaround for my business in terms of automation. I can now have customers online within minutes due to the lovely automatic signup process this software has built in. I previously used ClientExec and it just lacked the automation. My turnover of customers soon increased when I switched to WHMCS, I can only think that the automation has somewhat attracted them to give my services a go.
ClientExec has a wonderful interface and signup process but it lacks regular updates/caring and enthusiasm by it's developers in my own honest opinion. Matt over at WHMCS.com does a fantastic job working full time to give us what we need to run our businesses.
If you want some sensible advice I'd personally recommend WHMCS.com to you, and to anybody wanting to get involved with hosting.
If you're not bothered about automation then please try out ClientExec.com. I struggle sometimes to come to a decision with which one to use, I have paid for both, and just want to chop and change every so often, but automation will always drag me back to WHMCS.

Demo Test Them All
I been testing some:
MordernBill (Not My Fav - I find myself in tech support forum too many time help!!!)
They also have High Dang CC Processing Rates Too - Killing Profits I fell sorry if you have over 1000 customers plus 100 resellers. I was there too... Look for options...
Cliectexe - Nice easy to set up - easy billing - expanding options - great add ons
Blesta - Is A nice one too -
accountlab.com
I haven't tried it but they have a good demo web site 30 day trial program
Look at the addons - mods It help big time...
Just pretend your a beta test.. Test it all... It's like a Disney train ride - Have fun - ride them all.

Also I forgot to mention, the guys over at www.invisionpower.com are releasing software named 'IP.Nexus' which will include a helpdesk system, content management system, billing system, hosting automation system.
It looks promising but being a Beta tester myself, the product is far from finished.
Just thought it could be something to keep an eye out for ;)

When you work at home, some of the more complex software accounting programs are more than you require. However, using Microsoft Excel or another spreadsheet program only works for so long. What happens when you want to expand your billing software options? Below is a list of four great billing software solutions that work well for home businesses.
FreshBooks
FreshBooks is an excellent, on-demand billing and time tracking software. This program allows you to perform your billing functions from home, a café, or abroad. The program is free for up to three clients, $14.00 per month for up to twenty five, and has many other pricing options depending on your home office billing needs. You can create an e-mail invoice, or, you can send an official looking snail-mail invoice. With this software you can also create estimates and track expenses. I strongly recommend this program to home office workers.
jBilling
jBilling is Open Source billing software. This program is free, and, once you have made it through the installation process, relatively easy to learn how to use. jBilling is web-based meaning you have the portability and security of being able to use the program anywhere. It is great for start up home businesses who aren't making enough profit yet to invest in one of the other programs mentioned in this article. Some of the awesome features you get with jBilling include the ability to automate invoicing, accept partial payments, and set up promotional packages.
Even if you don't choose to use any of the above four programs for billing purposes, it is important that you set up a system for billing as soon as you can when you establish your home business. By having a system, rather than winging it when its time to invoice a client, you can maintain professionalism in your every day life.

When I first started looking at WHMCS I was very skeptical that it could actually work or my needs. Mabye the funny icons and light blue background turned me off a little, who knows. Also becuase I was using Kayako for my support, I found that the WHMCS ticket system, KB, downloads, articles etc were just going to get in the way. But after hearing so much praise I decided to do a test trial. After the first day I knew it was time to switch.

Most companies had their software on the books for 0 dollars, unable to claim it as an asset this is similar to financing of popular music in those days. When Data General introduced the Data General Nova, a company called Digidyne wanted to use its RDOS operating system on its own hardware clone. Data General refused to license their software.Buy Windows 7 (http://www.windows7news.com/buy-windows-7-2/)
