I need a host that is free, or really chea! ,that has pming and that whats going on that shows who is on. Any1 know of one?

Make a google search and analyze about their plans and the services they provide are qualitative with the help of the reviews given by their customers in the forums etc.

Free or near free hosting might be a good way to start up a new website and try out a few designs before moving on, but I would not think it would get you very far if you intend doing anything serious.
There are limitations on space, bandwidth and what features you are allowed to use, because what most of these free hosts want you to do is move up to a fee-paying package so they can make some money out of you.

First of all if you want reliable hosting with good customer support and quality products, don't even look for a free host because you won't find one that will offer that, for the simple fact that it's not profitable.
If you ask me, you better pay for a hosting service and stay with it. Considering the fact the prices on hosting is very low, like 4.5$/month for 5 GB and 50 GB bandwidth, but with that 4.5 $, you also get instant customer help and a lots of other things, you will never get on a free host.
