I am trying a web host that provides would provide a client with free web site hosting services. Not the client, but the client's client (still with me?). In other words, I'm not looking for a free hosting service like GeoCities, but I'm looking to create something like GeoCities.
Does anyone know of a service like this?

I don't think you're going to find any with that type of setup.
You can try a host that allows multiple domains to be hosted from a single account and then give your clients space on your account. Or go with a cheap reseller account and you absorb the cost of the resold plans.

That sounds like a plan. But would you happen to know anybody that offers services like the ones you mentioned?

I would think any host would set you up a reseller account. Nobody cares how you charge for the space so long as they are getting paid...and you're not doing anything illegal.

i suggest u use freeola, http://www.freeola.com
They are free with just one catch, you have to dial up to a different number and be in the UK.

I suppse you still could use freeola, if your are willing to pay an international Rate dialing up!
