If you live overseas, you will need a US account to withdraw your paypal funds. If you are not a citizen of a country that Paypal is in, is there any way for you to open an account to transfer funds?

yes, check this URL address: https://www.paypal.com/uk/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside

It should be describe how to withdraw money to outside countries, as I do remember you can withdraw to your VISA card (some countries)

Thanks for the link, as far as I was aware, I could only get a check from Paypal, for which they would charge a fee to send the cheque, which will then take up to two months to clear the local bank.

If you are not allowed to use PayPal to withdraw money to your checking account, you may also want to consider using MoneyBookers as they work in quite a few countries.
