Hi All,
In Vietnam, all ISP only open 5 port: : Telnet (23), Web (80), mail (110), SMTP (25) , FTP (21) .So I can not access my WHM and my Control Panel. If anyone know other web hosting provider the same Mchost.com (cheap, good,...) but support port 80 for Control Panel software, please show me.

Not sure if we can help. Our control panel is on port 8443 of our servers.............

I could be missing the plot, however when your browsers opens it is assigned a port from windows/unix/your os which then access's the server.
I cant think how your ISP blocking ports other than 80 etc would affect how you request pages from remote servers.
However if that is the case, you could try creating a subdomain and forwarding it to the page including port number - maybe this would *fool* the block.
Additionally if you own the server, or if the host is friendly, you could ask them to setup an alias in the httpd.conf file the same thats used for the server_status.
I cant see them blocking u from accessing remote ports other than 80 as numerous people use simple load balancing by puting a cheap linux box in and using ports as simple redirects.
It seems a very strange tactic by the isp, and I could be and probably am quite wrong.

Its does matter!
Chances are the ISp is going through a proxy server and through a couple of firewalls just like in a small business network...
If these ports are blocked in the proxy and the firewall you can not even access the page and you will get your proxy or firewall bouncing you a message that you can not access this port.
Or an error just from the browser saying its unreachable.. this is very common actually in business set ups.
To avoid hackers that are port scanning to be able to see open ports that can be used for abuse sometime.
