Probably the very easiest "tool" is somebody who does the work for you.
Past that, you'd probably want a WYSIWYG tool, like Micro$oft's Frontpage or Namo's Web Editor.

If you are looking for website coding then PHOTOSHOP is fine.But that need PSD creation and importing also.But directly you can create a design in HT ML form using microsoft Dreamweaver.It have a design part which is very helpful in creating layouts

Web Page Maker is also a good one, I have not used it much but it seems to be easy for beginners. However, I am still towards Photoshop and Dreamweaver.
Note that WPM is not compatible with some browsers

There's really no short cuts, or magic easy button, with web design. You either have the time to do it, or you don't. My friend used Homestead site builder to make his web sites, and he spent just as much time building and trouble shooting, as I did doing it by hand.

you can use the new FREE Visual Web Developer 2008 from Microsoft, they have intehrated the WYSIWYG editor from Expression Web into it and it has JavaScript intellisense.. I used to use it a lot before I moved to Visual Studio 2008, its a really fantastic piece of software and amazingly its free!

Photoshop has a lot of excellent features.
Like 'text tool: If you use the text tool effect it is not just an ordinary text you'll see in other graphic tools. It has very rare cool effects, Like drop shadows, stroke, outer and inner glow, bevel and a lot of more!
The filters. Filters has a lot of very uncommon awesome effects. Stylize option that includes: painting, sumi-e, mosaic, texturizer, stamp and a lot of more, The different kinds of blur, The picture lens and a lot of more too. I can't mention it all since my Photoshop is not open.
The Animation window. The best one you doesn't need Adobe Imageready to make an animation. Animation window is built in and easy to use but it's a manual animating too you need to drag and put somewhere to animate, it's easy to use if you read tutorials in the other sites or maybe here at Ciao!
The pen tool It is a great tool to make vector images easier than ever. You may got complicate but it's easy, I tell you.
The lasso tool. It's a great tool in making blends and or whatever you like to cut or crop.Now I already to tell you some features of Photoshop . I apologized that I can't mention all of the features, because my photoshop is not open and it will make my PC kinda slower.

Dreamweaver is good. And if you kinda wanna make it easy on ya you can get Fireworks and Design a webpage in an Image format and when you save it save it as a HTML and it will chop the image into sections and make you an HTML page. Links are also very capable using fireworks and this technique. Personally I just use Dreamweaver for the HTML/PHP part of my site(s) and use Flash, Fireworks, and Photoshop to do Images and animations, etc.

i use photoshop for graphics, dreamweaver to slap together the layout and then ultraedit to integrate it into our site templates.
when i am working on css styles and want wysiwyg i use firebug in firefox which lets me edit the css on a live page.
learn html+css, dont rely on some stupid clicky html editor

My recommendation for the best website design "tool" would have to be using Adobe Photoshop CS2.
I work with Dreamweaver and utilize various other programs such as InDesign CS2, Photoshop CS2, Fireworks 8, Dreamweaver 8, and Flash 8 Professional, but I've recently gone from using Fireworks 8 to switching to Photoshop.
With the use of Photoshop CS2, you can really dive into the program and get creative when it comes to creating or manipulating images and effects. The program allows you also to export into a WYSIWYG Design editor of your choice, i.e. Dreamweaver, only to continue working on the coding aspect of the image.
For example, if you want to post a picture of yourself smiling as a website. Well in Photoshop CS2, you can slice your teeth onto a layer then export it to a website. After doing whatever changes you'd like, you can make your teeth play a background song when highlighted.
My recommendation for the top tool would be Photoshop CS2!

Use of tool depends upon your website design. If it is flash based then go for flashpro. If it is not flash based and you want to make professional site then go for either Dreamweaver or fronpage.

Personally I prefer Illustrator to Fireworks. Fireworks’ typography abilities are rather pathetic. What I would much rather see from the app is the ability to style elements the same way I would those very elements with CSS. That would be MUCH more useful to me and that way I’d have all the features I could honestly really need.
However it doesn’t do this and as such I find Photoshop and Illustrator to be much more useful tool.

I prefer Dreamweaver. If you're new and unsure of what you are doing then I would get a membership with Lynda.com. They offer online tutorials for a tone of different programs. They are fairly inexpensive as well (I think around $25 a month)

Depends what kind of site you're creating, what your requirements are and what your budget is.
I use content management scripts myself, such as:
phpfox, subdreamer, interspire article manager (commercial), and joomla (opensource)
There are many online/hosted site builders and specialty scripts out there too if your looking for something specific?

Well photoshop isnt for coding.
Anyway I think Macromedia Dreamweaver and Frontpage are getting ancient with new inventions and products coming out.
My favorite is Expression Web Designer from Microsoft which has replaced Frontpage.
The BEST free tool is Visaul Web Developer 2005 express. Actually I think this is not free anymore, not sure.
Expression is the best though.

For fast and simple designs, Fireworks CS3. For the more complex designs, chances are it is faster to write it by hand, with a bit of assistance from a graphics program.
Technically speaking I could code all my websites in Notepad, but I like how Dreamweaver formats my code :P.

For me dreamweaver is a 'go for it' but must check carefully what is the code produced in orther to have surprise.
You can not skip a good knowledge of css and xhtml.

Recently I managed to go on Xrumer 5.0 Pallladium , what a tool I must say, previously I have used xrumer 2.9 and xrumer 3 with small success however this tool kicks ass. To be warned for people thinking of buying, make sure you get a dedicated server.. this tools takes up all my bandwidth and resources.. however I use to let it run over night.

Dreamweaver is a pretty good program for people who don't know much about HTML. That's what I was using when I first started making web sites.

Tools like Dreamweaver are great, especially if you are building old-style web sites based on tables, sliced images, et cetera. But if you want to be able to build what I call 4th generation websites, then these tools will get in the way of you learning and will actually slow you down!
Learning to build your web sites using HTML will give you far better control over the process and ultimately your web sites. You will have a far deeper understanding of the web, and as a result you will create better web sites quicker - much quicker

as the others said, dreamweaver is an easy to use WYSIWYG editor, meaning you could build a webpage with very little html knowledge. I would recommend dreamweaver because it has code/design split view, so while you're designing your website you can also take a look at the code and see how it's all pieced together. HTML is one of the easiest languages to learn though, you should have no problem picking it up.
best website creation software is pretty much just personal preference, i prefer notepad, but if the code is a little more advanced i'll move over to dreamweaver.

However, Dreamweaver DOES have a steep learning curve, and still doesn't produce the kind of code that I consider to be acceptable. Granted, it's miles ahead of the nearest commercial-grade (read: you pay $$$ for it) competitor (aside from GoLive, which I believe Adobe discontinued once picking up Macromedia), but still doesn't beat a basic text editor and the human brain.

Well... since you already have that piece of bloat called Dreamweaver you might as well go ahead and use it. As for forums, you're best off going with a pre-built forum package like vBulletin (if you want to pay) or SMF

Good think. But in my opinion you'll be hard pushed to find anything better than Dreamweaver - although as time goes on, the less I use it. I now use notepad++ for over 50% of my editing.

Most, if not all, webhosting services come with tools you can use to set up your website. As stated before see what is available through them first.
godaddy.com has an excellent web builder service and provides easy to use templates.

For an absolute beginner, a WYSIWYG program such as Dreamweaver is good; stay away from something deprecated as FrontPage. As you progress though, I'd start manually creating/modifying the code with an editor such as Notepad++ and learning by way of on-line tutorials and experimentation.

I would agree with w3schools and editor but, you should also consider Adobe's feature rich creative suite. At first it may seem a bit intimidating but, it isn't really all that difficult to get the hang of.

Links are also very skilled with fireworks and the technique. I would start browsing the web, there are numerous free web site design tools readily available for free or at low cost, most of these contain loads of templates that will help u find the design and appeal your looking for. A good place to start looking would be www.download.com always spyware/virus free programs from there, and always more than 1 to choose from.

I use Photoshop for graphics, Dreamweaver for layout and then hit one of UltraEdit to integrate it into our website templates. I have worked with CSS styles and you want to use the Firebug firefox that allows me to change the CSS website.

I think dream weaver is the best website creating tool.Am also using dream weaver. Most of the web sites are created by dream weaver. This software is producing by macromedia and adobe. I am feeling adobe Dream weaver is more better than Macromedia dream weaver.

If you kinda want to make it easy for you you can get the fireworks and design web pages in the form of a picture, and when you save it save it as HTML, and will stamp the image in sections and make your page HTML. Links are also very capable and use of fireworks this technique. Personally, I only use part of the Dreamweaver HTML me / my site (s) and the use of Flash, Fireworks, and Photoshop to do images, animations, etc..

I think Adobe Dream viewer is the best tool for the web design. Because it is available for both Operating system Mac and Windows. It is free available on the Internet. And basic HTML code is used in it. Person need only its basic knowledge.
