For my site to get good backlinks and search engine position, I work on various SEO services like article submission, blog commenting, Squidoo Lens creation, directory submission, press releases, forum posting, link wheel and classified ad posting. I was happy with the result I received through these solutions. But, my link builder told me that I should concentrate on link exchange as well. I was a bit cynical about this practice because I have heard that exchanging links are not respected by Google. Am I right? Or link exchange can be done to improve my Google page rank?
Please help!

Link exchange is a process of Indexing 2 or more links by exchanging them.
It is a very proper part of SEO.

Yes you can use link exchange. But i suggest you to exchange links with sites with higher PR, because automatically you'll get higher page rank for your site.

My site is getting backlink to the good and the search engine position, I work in a different SEO service, as claimed by an article, a blog commenting on Squidoo lens creation, directory submission, press releases, discussion forums, a link to the bike and ad posting. I was pleased with the results I have achieved through these solutions. But my link builder told me that I should focus on trade links as well.

But i propose you to exchange links with sites with higher PR, since mechanically you'll get higher page rank for your site.

Link Exchange is an important part of SEO but it is only effective if you will exchange links with relevant niche websites with high PR.

There are lots of companies that make a ton on SEO, and have some cool programs that help you with rankings.
But the engine ops do a pretty good job banging down the techniques once they become known. Just look what happened with the google bombs.
