Handcuffs, whips, chains... :D
It just takes a little patience - provide the best possible service to your customers and they will come. :)
May want to try to find places you can post your banner where no other hosts are advertising - find a niche market and go for it.

I got most my traffic from paid per click search engines.
You may require your clients to put down "how Do Know About You" with the signup form, so you may target well for your future ads.
As Essentials has said, a good customer support and service would bring more customers too.

There is some logic to this strategy. If youve got a hosting service aimed at a specific group of buyers, you can target other web sites they visit. This is essentially how ebay built its business, niche marketing.
It's definately a cheaper option in terms of dollars/pounds, but its very time intensive. Which can be a hidden costs for smaller hosts trying to manage all their operations with limited resources.
I'm assuming youve done the usual route already of listing with all the major search engines (being selective as to what you do and dont pay for) then listing with all the major hosting directories. (A list can be found of most targeted directories at www.hostdirs.com)
After youve done all that I would recommend you focus on some kind of pay per performance marketing, where the results are easily determinable.
Pay per click - several of the larger directories offer ppc services now.
Pay per lead - check out www.respond.com and our own site www.hostquote.com
Pay per sale - check out www.findmyhosting.com a directory that charges you a flat commission for each sale it makes on your behalf.
That should keep you going for starters :)

Try local advertising. Chances are no one is there yet.

Trying to gain customers is not the easiest thing. Most places to advertise cost money, such as pay-per-click ads, and banner ad placement.

A few points:
Have you submitted your site to all the free directories out there?these are usally a pretty good way to get customers.
Another is to use forums like this by putting your company name in sigs, and loking in offers sections to see if anyone is offering cheap advertising.
Have you tried local businesses? or do you have a specific niche market that you can target your advertising towards?
Just a few ideas.
