I need in PayPal account - my country is not included in list PayPal.

I'm a owner of some site and I ASAP need billing system for processing payments for my products. Of course, it's not for free - I want to pay something - for example, 8-10% per sales.

If you are looking for a budget solution then deffinetly check into www.2checkout.com or deffinetly check out www.paysystems.com they have their act together & so does www.worldpay.com - I have used for proccesing my sales past 8-9 months although i prefer using paypal to charge most of my customers.

2checkout is fine, but sometimes their servers go down and make their service unavailable. I have heard that sometimes they do not calculate the balances correctly so you actually pay them more than what you should. They have a $49 setup fee and 5.5% + 45 cent for each transaction. Not that low...
Worldpay is also a good alternative, although their $499 setup fee may seem too high for a lot of people. Supports payment in 75 countries.
ikobo has no setup fee, and their fees are 2.9% +30 cents per transaction. Like it's already been said they cover 170 countries.
