SEO and Web Hosting are two different things, so it doesn't matter whether website hosted on cloud server or dedicated server or VPS Server or Shared Server. FYI, cloud is a cluster of servers that to the end user just looks like one server.

It is not necessary to have cloud server or vps or dedicated server for SEO.
It depends upon person to person.

IMHO. it is irrespective of the platform that you host your website. All you need to ensure is that the server is fast so that it responds to any requests in least time. Secondly, get yourself a dedicated IP from your hosting provider and link it to your website. This is usually helpful when you are on a shared platform sharing a single IP address.

But, honestly, SEO is not just about this much. ;)
