A friend of mine needs hosting for a domain. As I've been trying to help him find a web host, it seems nearly impossible to find one that fits what he wants.

at least 50 mb
under $15/year - I can't seem to find a host that low in price.
Supposedly someone he knows had a domain hosted at $12/year, but they were shut down or something. Any help at all would be greatly appreciated :)

Unless transfer rates are sub-minimal, any hosting company offering hosting for <= $15/year will be out of business soon anyway. There are tons of companies out there offering supposidly great (and often "unlimited") packages for extremely cheap (usually < $10/mo), but they are simply a hoax and they will cancel or charge you considerably more if you use _any_ amount of bandwidth.
My recommendation (although, not often taken as many people are simply looking for something cheap) is to find a quality provider, and for that you looking at paying min. of $15/mo probably for minimum bandwidth.

That's just about the cheapest you'll find hosting. I'm not sure about this but Geocities and the other free hosting providers might have an ad free option that low. I'm not real sure about that but it may be worth looking in to if he can't expand his budget a bit.
