i have a very small internet business and would like to put sports team logos on some of my products. I have heard that it would take thousands of dollars to get permission to do this. I have very little money to spend. Is there any way to get around this?

I don't think so. Companies are pretty serious about protecting their image, especially with things such as logos. Look at it this way, sports teams sell their own merchandise (shirts, hats, coffee cups etc). If they're not getting a percent of you when you're using their imagine they're giving money away (in their eyes).

So unless you pay them for the use of their image, or get some sort of sponsership going with them I think you'll be SOL. Company lawyers spend a lot of time closing down people who make 'fake' merchandise from Nike shoes to Rolex watches, and everything inbetween.

How about a logo that almost looks the same?

Here in the UK you see that from time to time. Some manufacturers will design clothing that looks similar to the national soccers teams official gear but slightly different. It's not a total rip off but trying to get your products to a style thats instantly recogniseable and can be associated with something else. Like if you designed a banner to run on this forum using the same colors.
