How do you think: if i make such a (http://www.softomate.net/tbuilder/) toolbar and register it somewhere, could it possibly increase a number of visitors of my site??? Or not?

Yeah, it can be but your toolbar must have something very useful and oftenly used by IE users, then it may attract visitors.
