There are also a couple of free tools available now to build custom toolbars. The ToolbarBrowser lets you build custom dynamic toolbars (http://www.toolbarbrowser.com). Its a freeware IE plugin so there are no license fees to distribute your toolbars after you build it.

There is also an online Toolbar Wizard (http://www.toolbarwizard.powerwebtools.biz/index.php) that lets you create toolbars online using a form. Very simple to use and is also free.
