We're looking to rent some dedicated servers for development purposes and don't have any idea who the top hosts are. We need to run mostly Windows 2000/2003 server, SQL or Oracle and third party business intelligence/reporting tools. We obviously need full admin access to the servers, VPN, Terminal and customized firewall settings. Ideal server specs:
Dual Xeon CPUs
+80GB HD
2-4GB RAM
Our monthly budget is around $1000-1500 per server but we need to have a monthly service agreement rather than annual. We will likely be renting multiple servers at any one time for periods of 3-4 months each.
We have contacted Rackspace who seems to be able to provide what we need from a technical standpoint but the person I spoke with didn't seem very enthusiastic, which scares me. Being a complex development environment (not critical as a production environment would be) we're looking for superb sales, customer care and support levels as much as we are looking at technical specs, if not more.
Can someone suggest a couple good hosting companies that could possibly meet our needs.

Just my 5 cents worth (and like in all things, you get what you pay for)
As a large provider of dedicated servers (and not windows, so I have no ax to grind)...I would not be real enthused about this deal either. 3-4 months doesn't allow for ROI and unless I can resell those servers back out again I am stuck on the bad side of a deal. And by resell I mean as soon as they come back...that day.
We all work on long ROI and razor thin margins....A fews days/week may be the entire months profit and ROI on some servers doesn't make then profitable until 6-10 months after deployment.
So no, not many of us want to invest in the hardware, software installation, deployment costs and time spent to loss money.
And then you say you plan on doing it multiple times...I can see the issue here.
Churn happens and we all deal with it, but to know of front you are going to use the servers like this...well, We would walk from it.

Be sure to go with a company that cares for your service, someone that has good response time, someone that knows what they're doing. They're millions of hosting companies out there.. but not all of them do it the way it's supposed to be done

Best dedicated servers providers are Rackspace.com, Serverpoint.com, Fastservers.net (USA-based servers) and Solidhost.com (UK-based servers).
For a mission critic project you will need firewall protection options and pro-active support that these providers offer.

Quality and rather inexpensive service is provided by hqhost.net. Take a look at their site - I believe there is some plans which might be acceptable for you...

The host I'm using Serverpoint.com offers Windows fully managedf dedicated plans located in Las Vegas, what's you priority as for datacenter location btw?
