I am currently using Plesk as my control panel but it does not allow overselling to my resellers.
Is there any Control Panel for windows which allows overselling?

I remember seeing a free alternative for CPanel for Linux, and people requested a solution for Windows. Well, here it is. Its called "ZPanel" and it's a great free solution to CPanel for Windows.

Why do you want to allow overselling? I would recommend to stay away from it because it will back-bite you at the end.
