What do most people want in the way of earning money from their host? Reselling often obligates the reseller to have to setup their entire business,acquire a merchant account or some way to be able to accept CC? Usually the reseller provides all support to their clients.
Another option is for hosting companies to offer a lucrative refer for cash program! Starting a program like this, the would-be-reseller is not out any work, but is simply paid $$$ depending on what type plan was ordered.
Ive found most people do NOT want free hosting..they want cash instead. This is a simple way to earn money without all the headache and worries of having to set-up-shop!

Affiliate Programs (I presume you mean that) are a good way for people to make a bit of cash for a small amount of work. Having said that, doing no work at all won't make you a dime. It takes some time and effort to expose your affiliate banners to other people so they'll take up the offer and sign up. If your site is already popular then is is less of a concern naturally.

Bear in mind most (is not all) Affiliate Programs will shoot you on sight for spamming people about the program. So it's a little more work than just slapping up a page of banners and firing off the bulk-mailer.
